Holds a PhD from Columbia University; posted in Geneva and Frankfurt for the Japanese Foreign Service 1976-1984; chairman of the OECD Working Group on Transfer of Technology 1980-1983. He has served as a United Nations official for about 19 years. From 1963 to 1976 Kunugi was assigned to the Office of Legal Affairs at the UN HQ and to peacekeeping missions in the Middle East. 1984-1987 he was Assistant Secretary-General and the Special Representative of the Secretary-General for Humanitarian Assistance to the Cambodian people, after which he served as Deputy Executive Director of the UN Population Fund. In 1990 he became professor of international cooperation at the International Christian University, I.C.U, Tokyo. His research interests include UN reform, peacekeeping issues and the role of NGOs in the international system. Professor Kunugi became an
adviser to TFF in 1991 when he and Jan Oberg had met and
worked together at I.C.U.
